The 11th day of the lunar month of Kartik is the day on which Lord Vishnu awakens from His four-month slumber under the earth, where He's been reclining on the luxuriant coils of the great serpent Ananta (the Unending One).  And not a moment too soon, I might say.  Things have not been going too well.  The Constituent Assembly is in the doldrums as the politicos continue with their self-serving sectarian shenanigans.  Let's hope that things improve now under Lord Vishnu's watchful and benevolent eye, and that a spirit of cooperation and cohesion in the society prevails.
Devotees of Vishnu fast and visit Vishnu and Goddess temples for several days in anticipation of the long-awaited awakening of Lord Vishnu.
